Based on Charter dated on the 30th of April, 1995 of Revolutionary Government of Free Vietnam.
Based on Amendment of Charter code HP.30498.TT. Passed by the Prime Minister dated on the 4th of July, 1998 and the amendment of Charter code HP.30400.TT dated on the 15th of May, 2000.
Based on personal letter from H.E. Prime Minister Nguyen, Hoang Dan in his decision of voluntarily to be removed from the position of Prime Minister of the Revolutionary Government of Free Vietnam.
Based on unanimous decision of members of the Cabinet, all the Representatives from all over the world in the Pre-Conference of the Alliance of Vietnamese People’s Conference dated on the 29th of the June, 2002 at Buena Park Convention Center, California, USA.
